Citizen Survey
In February 2023, the City of Richland Hills conducted a citizen survey to better understand community priorities, quality of life and satisfaction with city services. Now, we’re following up to measure progress and gather your input on what matters most. This survey gives you the opportunity to:
- Prioritize City services and benefits you care about most.
- Rate the quality of current city services.
- Share your thoughts on parks, recreation and community programs.
Your feedback will help refine the city’s strategic goals, guide future projects and shape the annual budget. The survey will be open until Feb. 28, 2025. Residents who need assistance completing the survey can contact the Richland Hills Public Library at 817-616-3760.

New Water/Wastewater Rate
Effective January 1, 2025, the City of Richland Hills has updated water and wastewater rates to better meet the needs of our community. This change has been prompted by inflation, necessary capital improvement projects to upgrade aging water and wastewater systems and increasing wholesale costs. The increase is tied to both the base rate and a new pass-through rate. A pass-through charge is a fee added to your utility bill to cover the costs the city incurs, such as increases in the cost of water from the provider and wastewater treatment. It ensures that funds collected are used solely to cover these increased expenses, maintaining transparency and fairness.
